For those in this thread having issues - does your experience line up with this gif?
When I'm in PvE it's much harder to tell (I ended up putting my ping dead center so I can see it more). I notice it most in PvE when trying to interact with things. Obviously trials and dungeons are a different story - its much easier to tell when it's happening.
