If I want to play AD, I get on account no 1

New accounts don't come with pre-levelled Max CP chars though do they.
That's a lot of time to put into a new account just to skip a queue that is aimed at evening the odds in Cyrodil for once.
And nobody is talking about locking out your whole account at all.
Just as it was originally intended. You choose one campaign per faction for its duration.
It really is a very simple concept - and allows you to do pretty much what you do already now, just without all the Bull that happens due to people switching factions nightly to influence the score.
The map will be dominated by one colour most of the time.
Maybe that's the point? Most of the people advocating for this seem to all be from one particular faction
The only way population imbalance will ever be solved is with dynamic faction based on the lowest faction population.

How could you possibly know which faction people are from? When you don't even know what server or campaign they are playing on?
Honestly that is just utter nonsense.
I imagine it is the total opposite tbh - those who aren't faction loyal and who swap factions nightly are scared that they won't be able to affect the campaigns as much as they do now, and reap the same benefits.
Pick a campaign, pick a faction and stick with it for its duration. And if not, don't join the faction locked campaign.
I honestly don't know what people who aren't in favour of a faction locked campaign have to worry about. It doesn't involve you.
If your argument is that people might defect to that campaign leaving other ones empty...., kinda tough luck - maybe people should have thought about that before encouraging the antics that happen daily in Cyrodiil now.
