So why did I just do dailies everyday for inpenetrable just to not even be able to use infernal guardian. What about Alchemist Kena and everything else that "procs" . SPC is a "proc" Transmutation VD.

There are currently sets that exist, like Marksmen's Crest, that have conditional effects based on your target being a player. It probably wouldn't be too far of a jump for ZOS to make the reverse, conditional effects based on your target being a non-player.
As far as class and weapon skills go, ZOS will probably keep their word on that and not make any of those pvp/pve conditional.
