I claim the title burliest Character in the game :)

I admit I am not sure about manliest, but... I kinda feel that it goes hand in hand... I find it brilliant that we can shape so many different kinds of bodies...

If you're still trying to make a man, basic rule is:
-If in doubt, make it bigger. ;)
-Except for head hair. Keep it short because that *** gets in the way. If you need it long, tie it back. Face frames are feminine.

    UPDATE FOR THE MANLIEST MAN:
    • Manly music but not too manly
    • ALWAYS a beard
    • Do not skip leg day
    • Drink mead
    • Dont cry
    • Dont eat yellow snow
    • Be cool with fire
    • Dont be a breton
    • Dont use long hair, instead keep it tied
    • Make everything bigger

All of those are good tips for the large, angry warrior type. He will be the manliest of men. I just realised you want the as-sassy-n.
Not much fat. Skinny and muscular for the lithe look.
Waist should not be skinnier than hips.
Shoulders should be wider than waist.
    Heroic to angular face.
Keep facial hair to stubble, but not anything that looks like it requires effort.

    UPDATE FOR AS-SASSY-N:
    • Dont be fat, be skinny muscular
    • Hips same level as waist
    • Shoulders wider than hips (just not too wide I guess? So that he doesnt bump into stuff while trying to be silent)
    • Heroic and angular face
    • Subtle beard but not maintained, he doesnt have time for that, he has to steal stuff.

My wood elf does not look as "manly" as my Nord, but at least he looks sneaky. Keep in mind being a vampire can add some extra scary assassin points.

So to help OP a little bit for real, I recommend going for features that are more "square" than sleek or curved. It really depends on the kind of dude you're looking to make, but if you do an image search for "manly guy" you're likely to get a good representation of what an average person in your culture considers a masculine look. I don't recommend searching just for "manly" because you'll get mostly pictures of Manly, Australia, nor do I recommend searching for Manly Man because that's a meme and you're mostly going to get image macros.

So for me, searching for "manly guy" produces guys with many similar features! They almost all have some kind of facial hair, they are all very muscular (ranging from bulky to thin, but either way lots of definition), many have broader noses, squarer jaws, wider chins, and deep-set eyes. Try leaning towards "Heroic on the face-triangle maker (definitely don't be too near the "Soft"), get at least middle on Jaw Size and Chin Size, go for a large Neck Size, set Eyebrow Depth to max, that sort of thing. When it comes to body dimensions, lean more towards Muscular or Large.

Try some of that and see if it helps!

Exactly. Once upon a time work told me to shave everyday or have a beard. That was a decade ago...

Thank you! It truly does! I shouldnt go too far with the jaw more than how you mentioned because then the face ends up looking just square instead of manly, at least on the bretons! Another mistake I always made, the neck size... I always used to put it way too small!!!

I still trim it, so it's about 1/2" to 1" before I trim it. But I will not be clean shaven ever again. I hate shaving with a passion.

That head is awfully disproportionate to his body.
Usually there's a name for that condition, not sure if it applies in Tamriel.

Anyway, he is creeping me out!
    Sometimes, I dream about...cheese...

Egowen - v16 Dunmer Whipping Expert (Riding crops eluded her)
