No, it applies only to the Steam version. It's impossible to purchase the upgrade if you don't have the base game on Steam.So, question: if we purchase the Imperial Edition UPGRADE though steam, does that mean it will apply to our current non-steam ESO and be able to get the dog and the rest of the benefits?
