So who's fault is it that this scenario above works more often than not? The players using it OR the players falling victim? Dev can't play the game for you so we can take them out of this equation.

This is pretty much true
Here is an example of the stupidity of the AOE Cap
You have 6 People fighting a group of 12 people.
the 6 People will always get hit 100% of the time by the 12 people with PBAE
the 12 people basically gain 50% chance to completely not be hit by a PBAE just for being 12 people and standing near one another. The AOE cap rewards larger groups standing ontop of one another, hence why everyone bloody did it in GW2, and why you see people doing it now that an AOE cap has been placed on all abilities.
Its poor design.

The game has raised what, maybe 5 million? You can't even buy your servers and hire people to work there for that much. 5 million $, of which 2$ mil is your own, is not going to produce a AAA MMO.

There are many abilities that are able to counter impulse.
Yes, Impulse is still a fantastic move especially when used together in a group but if you had an organized group you guys could throw down some Negate Magic bubbles, keep the heals up, drop an oil pot on the ground, or just impulse back. There are obviously more options than what I just listed but those came to mind the fastest.
Whatever happened to tactics and organization???

It was very easy to counter actually. You mentioned zergs of people, let me guess, they just followed the bulk right into the face of the DK vamp?
Thats exactly why they died, they didnt think about how to get away from it.
its a mistake too many players make in this game, they try to GET RIGHT UP IN EVERYONES FACE. (It leads to the same hysterical lunacy of watching 15 people break off of a mass group to chase ONE guy down, desperate for points much?)
Thats the worst place to be vs a dk, vamp or otherwise.
