They made the decision not to develop a conventional chapter last year. I see that as the real sad part of this plan. I am sure that devs moved from ESO to "Blackbird" simply because the new game needed more skilled developers than ESO. ESO needs skilled developers, but it is an established game, so not as many. They were not forever lost to ESO, since they were just across the room (so to speak), but they were working on the other game. I would not be surprised to learn that this had been going on for years. Then, Microsoft comes along and trims out all of those skilled developers and lays them off.

So we’re just gonna ignore that Shocking Soul exists? Lol? In my PvP builds I can get Shocking Soul tooltips to be as high as Dizzying Swing, and that’s just with the 5% shock and physical bonus. Let’s not downplay it now. This is exactly why we got U41 Sorc in the first place.
And it doing 10% more damage isn't going to fundamentally break the game or even put it on parity with acuity builds. It will however at least make it so other skills could maybe be usable in PVE, but even then may not because shock damage skills all suck. If shocking soul was actually a good skill, magsorc wouldn't be god awful right now.

I'm a TES player, not an MMO one. Tes had classes from the very start, true that those are more of a guiding line rather than set in stone profession but I'd argue that most players definitely roleplayed one archetype each play through which is more akin to have a class, your warrior nords, khajiit magical assassins, dunmeri mages etc.
Now we have meridia devoted templar-assassins who worship HM at the same time most of the time I see another player. It has nothing to do with having separate skills - it's abilities designed for a specific archetype.
It would be reckless to operate a business otherwise, and they could actually be legally liable if they did so.
