✭✭✭One Tamriel comes with Update 12, there is NO 'new' content as far as zones... although Craglorn being completely redesigned could be considered somewhat new.
If Craglorn being revamped counts as new then so would the Provisioning revamp, and Veteran rank removal, and probably a bunch of other things I'm not thinking of. Taking it a little further, it would be like arguing that the car is new after giving it an oil change and maybe replacing the shocks.
I will argue that it's not new. Hopefully useful and arguably necessary, but not new. Which given that the Christmas is next quarter, is disappointing and surprising for me.

And there's several dungeons that will get 2 vet version (Elden hollow, wayrest etc).
There's 2 stories in these (the current normal and vet modes) which will both be available as normal and vet. At least that's how I understood the whole thing

Right now, we have normal Wayrest and vet Wayrest II: The Return of the Pellingeres.
After Update 12, we will have normal Wayrest, vet Wayrest (with the exact same story as normal Wayrest), normal Wayrest II: The Return of the Pellingeres, and vet Wayrest II: The Return of the Pellingeres.
All the current sequel dungeons will now have a normal-difficulty mode, and all the normal dungeons will now have a vet-difficulty mode, with the same story as the normal version.
That said, both Rich and Matt have said 17 on two separate occasions, even though there are only 16 normal mode dungeons. So either ZOS needs to learn how to count, or they are adding a new sequel dungeon to one of the dungeons that doesn't yet have a sequel. I would compare this update to Tamriel Unlimited update. Lot of technical base game content and gameplay changes but no new DLC. And if You'll consider 17 new monster sets and 3 sets on each of 17 PvE non DLC maps scaled to Your lv when You loot them that gives 68 new game end sets to testing. Well I can think of several ways, similar to how they have it now.
Leaderboard style where every player has a value, beating a lower value will provide low reward, beating a higher level will provide more reward, playing the same opponent in x amount of time will result in exponentially decreasing reward from said opponent.
They could have the same mechanics without a Leaderboard too. Could easily add a side wager option.
I seriously doubt they'll add a way for spectators to bet, I mean they can do it own their own (like the guardian gambling going on currently)
Finally... it's actually coming...
