Yeah, but 12 of those already have monster sets, and 16 of them don't. The oddity is that they keep saying 17 when there are only 16 base Normal dungeons. Maybe, as someone already said, this means a new story for one of the base dungeons which doesn't have a Vet mode yet?when counting dungeons I get up to 28. Arx Corinium so they have Vet Dungeon stories for the first three zones maybe

I think dueling should be purely for bragging rights and not for AP gains, just my 2 cents worth.
Should do 1v1 arena bases on cp, have a que system, with leader board. Or even a fight club, where others can come watch the blood bath. I love sitting back and watching others duel it while sitting deep in the bush.
That requirement has been gone since Update 5. You've always needed 4 players, but since November 2014 they could be any 4 players, whether they have the quest or not.No. So far, the last quest required 4 players to have the same progress in the quest line.

Yes, it is SEVENTEEN new monster sets. Every single dungeon now has a normal and veteran version.
You can do three Undaunted pledges per day which means (if you do the hard mode for each) six keys every single day and six helms. However, the chests you open are SEPARATE. Basically if you want a Molag Kena shoulder, you only open the "DLC" chest with your keys and only DLC monster shoulders drop out of that chest. This allows you to focus on the particular set you want a bit more.
There are 30 new sets that drop in the main zones, three per zone. They have repurposed/redesigned some existing sets and added them too but it is 30 new + a few repurposed old stuff. The starter zone of each Alliance (such as Bleakrock/Bal Foyen) only drop ONE set and that set has max health/stam/magicka bonuses plus ONLY drops in training trait to help players move forward in their gameplay.
Duelling can be done ANYWHERE in the overworld, yes that includes the middle of Mournhold. There is more info (some of it very juicy, I promise) being revealed at PAX by Wheeler.. Duelling includes all Cyrodiil restrictions i.e. you still gain the battle spirit debuff when duelling.
Some sets have been moved, such as Viper set drops in Fungal Grotto instead.
Lastly (that I can think of) U12 comes to PTS in the first or second week of September for an October release.

Thank you. I have a question : As far as I understand from everything else that has been said everywhere, there will be no DLC on this update which means that we can say goodbye to a new zone until next year ?

Yeah, would be interesting if you could make an AP wager prior to the duel commencing. It shouldn't be up to the devs to reward the victors. Should be up to the users, who plan on using the function, to provide the reward...imo.
And if You'll consider 17 new monster sets and 3 sets on each of 17 PvE non DLC maps scaled to Your lv when You loot them that gives 68 new game end sets to testing. Lot of theorycrafting and diversity. Update 12 will be no payment required also.
