    Exactly, that was the whole concept. Basically an opt-in World PvP cops n' robbers. It would have been amazing.

    Yes it would have been. They could have added a toggle to "not steal items" like the toggle to not kill NPC. I have never EVER used this term before, but this decision was a move catering to the Care Bears.... and I would actually fit into that group.

    It really would have been. Players opting in and out. No one would be "unsafe" in PVE zones as long as they didn't KNOWINGLY opt into the justice system.

    I dunno man... I think this news has greater implications than "no PVP in justice system". It means the justice system will remain unfinished. Whoever has hoped for a more complex gaming environment from ESO can just hang up their hopes now. ESO won't be getting deeper... ZOS is focused on DLC now and not game enhancements.

    The way the justice system is designed, committing crimes is almost a necessity (and actually is a necessity to complete some quests). Presumably, the Thieves Guild and Dark Brotherhood DLCs will involve committing a LOT of crimes.

    Some people just really hate PvP. Those people shouldn't have to limit their gold-making options, avoid certain quests, and be locked out of entire DLCs because what should be a completed unrelated "justice system" got stupidly incorporated into PvP.

    This was by far the smartest decision they could have made.

    Don't steal toggle similar to don't kill toggle.

    Easy solutions guys. Quit reinforcing their laziness so readily.

    Good. It would never have worked. Player guards would have just camped the entrances to Outlaw Refuges and turned it into a giant gank-fest on anyone trying to get inside to sell stolen goods.

    The other view is, I don't want to see PvP going on while I am questing in PvE areas. Speaking of Questing, you have to commit crimes to do some quests in the game. So, Don't commit crimes is not an answer.

    No matter how much fun people think it would have been, it probably would not have been that much fun for half the people participating, and for most of the people who don't want to participate it would not have been fun at all.

    However, the horse is buried now, no need to beat it anymore.

    @ZOS_BrianWheeler With the nixxing of the justice system part 2, the PvP community now has no clue what you are working on in 2016 if anything? Care to provide some enlightenment beyond fixing lag.

    You have to commit crimes (that would gain you a bounty if seen by guards) to complete quests @Nestor ? Do you know which ones?

    It might be necessary to commit crimes, but it's not necessary to get caught, so if you don't want to fight other players, just make sure you only pick pocket with 100% success chance and make sure you one shot npc that you murder.
    Currently it's no challenge at all to escape from the guard. No matter on which character I am, all can easiely escape, even when I accidently attack a guard in a town center.

    Glad to hear the PVP lag will continue to be contained to Cyrodiil and not inflicted on all the zones with all the refuge camping that was sure to occur if this was implemented.

    Better not to implement it at all than to do it badly.

    That was just one example. What about:
    • gathering provisioning mats or motifs
    • leveling up legerdemain for the lock forcing passive
    • enforcers camping the entrance to outlaws refuges
    • outlaws camping the entrance to enforcer towers
    • the current issues with accidentally healing criminals and becoming a criminal yourself

    All this stuff would seriously affect new players coming into the game, and not in a good way. I just don't think there's a way to make this work without an entirely separate PvP server.

    This helps explain the ZoS's decision to reverse their "no dueling" attitude.

    Justice PvP would have been difficult to balance - something ZoS admitted at the time when they phased in the first part - and am glad to see them divert manpower and resources elsewhere.

    I don't think it's laziness so much as they looked at the required amount of resources to implement it, then look at the 2% of players who would actively participate vs. the 98% who want no part of it but would still like to steal things and simply said "not worth it".

    Also, with an "opt-out" available option who would ever switch that on? Who would choose to steal things in PvE and want to be ganked for it if they can choose to not be ganked for it? Especially if they lose some of their loot?

    edit: misread- "don't steal" option. But that can't work because then you are telling everyone who comes to ESO that if they want to experience the Justice System that they are opting in to be stealth ganked.

    There is a quest in Rivenspire where you have to break into a beggars house to get information (part of the MQ for that zone), there is a quest in Marbruk where you have to break into houses and steak back or place items for the investigation, there are 2 or 3 other ones. Sure they could easily fix those quests and make the doors not locked on those houses (which they should have done anyway).

    Obviously people don't want any more gameplay depth, and would rather they spend resources on churning out half-baked DLC and cash store mounts.
