I am also having the same problem. Also, the Game Consultant tells me that there is an update, but it doesn't tell me where to get it or how to get it (and install it). What use is it to tell me that there is an update if it doesn't allow me to actually update it?
Up until just now (12:15 GMT-8.) I was unable to do a repair, but the repair seems to be doing something.

Same here, "failed version recognition" after patch,then a repair button, after that I get another error, telling me to do something under launcher then contact customer service?? finally let me just repair (crosses fingers)
After getting a failed patch error. I restarted the launcher twice and repaired. Same error. No go.
Edit: Third time worked and it is good now. BTW, Zenimax could be a little more helpful in suggesting to restart the launcher instead of contacting Customer Support.
Ok, same problem after a repair and close/open of the launcher. "Error 209, PatchManifestError_VersionFail", "Unable to determine current version. Please run the Game Consultant Tool...".
I also have this, but occasionally I get Error 206 as well: PatchManifestError_UnzipFailed. "Unable to unzip manifest, please click repair for your game. If the issue persists please contact customer support."
Fail.
Cant log in. Restarted everything...
Still cant log in.
Restarted again, oh look, a client patch. Game should have picked this up after the FIRST restart.
That said, another FAIL.
Now, Error 209. Unable to determine current version. FAIL.
Edit.. Another FAIL. The repair feature is not working.
Seems to be the error folks are getting, unfortunately the "Game Consultant Tool (located under Launcher Settings)" does not happen to be there at least for me.
Looking at the game launcher, if this is in fact where I'm supposed to be looking, I didn't find it.
I did find a file called "GameConsultant.exe" in the folder where the game launcher file is located
