What you're experiencing is not working as intended - it's a bug. If you are in Cyrodiil or Imperial City and you crash, disconnect, or naturally log out, you should log back in to Cyrodiil/Imperial City. Ok it has been brought to your attention two days ago and it's still not fixed. This bug relates directly to the IC event going on and a HOTFIX should of been implemented. So I guess we have to wait until Monday's maintenance to get a fix if it even happens then.

I guess @ZOS_JessicaFolsom got into trouble for admitting it's a bug when they could've easily passed it off as a feature
