No, the rewards have gotten worse recently by design. What was once filler has now become the highlight of the month.
ZOS diluted their value for months to ensure people stopped looking forward to it. It got to the point that we received 5 poisons one day last month. People regularly started to comment how bad each month’s rewards were upon being announced. There was a time when rewards included high value items like crates, pets, emotes, a house and so on.
It isn’t a huge stretch to see this same system play out with tomes. The offerings in the free tome will likely start to become less impressive relative to the upgraded tomes. I am happy to be proven wrong, but only time will tell.

It was especially annoying as some "cooler" Daily Rewards were on 14th or 21st day. Personally - I have life so I don't want to log in everyday just for sake of login in.

So few players know about the changes, and in-game messaging would go a long way to correcting that.

I think if players are even remotely interested in what’s going on, they would open the forums every couple of days and browse the official notices. It takes literally one or two minutes. (In this instance there have been various twitch streams too over the months, and links & summations of such posted on the official forums, reddit and elsewhere).
For a long time, this has been the preferred way for developers to communicate with the player base. I think the vast majority of players know that, I guess those that don't browse simply aren't worried enough to check, and as a result can reasonably expect that sometimes changes will take them by surprise when they log in.
And honestly, it’s only Daily Login Rewards and Endeavours that are going away (or being replaced). Arguably, it’s not a particularly major change and doesn’t really impact our playtime all that much.

The fora are toxic so people avoid them.
Many folks do not like using Twitch for social/political reasons.
A simple announcement would have reduced confusion for those that just want to play the game. This day, a few players were asking about the rewards not working. Posting a notice in the rewards box or replacing the group play announce would have helped them.
Suggesting that someone doesn't care about the game because they do not hang out on a social-base site sounds mean to me.
