People who paid for IC, Wrothgar, Morrowind, and any other content that has been given away for free have not been compensated. This will be no different. I don't think this is a bad thing btw. You are paying for early access.

If there would be notice "You pay for early access. Contents of this DLC will be available for free at later date", I would never spend money on themI could spend those money on other things while waiting for DLC giveaways
I don't like that Scribing will be a base game feature, because that was big part of Gold Road value. If there would be some compensation for players who bought Gold Road as chapter (few crown crates, exclusive mount or costume?), it would make me feel better.

No, nothing is planned at this time. However, the Scribing Golden Pursuit is rewarding AND equally available to both those who have already invested time into Scribing, and first-time Scribers. In fact, those who have used Scribing over the last year may find some tasks faster and easier to complete.
Why hasn't jewelry crafting been made base game yet? Summerset was released quite a while ago and it's still not mainstream.

It would be awesome to get a little more clarification about this "short window from June to July" where we won't be able to gain access to scribing! Will this effect people who purchase the Gold Road expansion before it leaves the store? Those who buy the premium 2025 content pass, which includes Gold Road? Will it effect people who buy the Gold Road DLC once it enters the in-game crown store? Will it effect those who have access to Gold Road, but have not initiated the questline to unlock scribing? I want to make sure that I plan accordingly, buy the DLC, and unlock the system before this lockout window begins.

My guess is that Jewelry is something that you can still trade for, that gives meaning to purple drops and Vet Trials content.
Scribing on the other hand is account/character-specific and untradable.
The Exemplary Protective Ring/Necklace only drop from the Summerset storyline and the Psijic Order storyline respectively, I guess that's one reason to gatekeep it behind Summerset.

Correct. Lose Plus and you lose the ability to interact with the Jewelry Crafting tables. BUT your jewelry continues to work properly. And you can still transmute/reconstruct any trait you've already researched. And skillpoints can always be redistributed.
But Scribing doesn't have that luxury. Lose ESO+, and you lose access to any skills you have already scribed. That's likely why it's being made base game whereas Jewelrycraft isn't. Because losing Jewelrycraft doesn't break your character.
