most of it is due to old consoles/low spec PCs holding the game back because they are required to keep min operating specs low enough to support previous gen consoles and low spec borderline potato PCs
It's not just the min operating specs preventing various limits from being increased (not just for furniture), it's also that ZOS will make less profit if limits increase.

Not sure this is correct.
I know personally I would be more inclined to buy Crown Store furnishings if I knew I would be able to decorate a house to look as full as I wished.
Not to mention I might even look at buying those huge Crown only houses too, unlikely but more likely than now, when I don't even bother viewing them!
So I see potential for more profit for ZoS not less!!
...how tho? If they increase furnishing limits, people would actually buy the bigger houses more often because they could actually be furnished properly. People would also buy more furniture from the CS/buy Crown Crates to get furniture.
