I'm a sucker for anything to do with werewolves and such. Plus, the Antiquities system has been useful for me (and my Werewolf builds) ever since.

My 2nd best would go to Gold Road for the Scribing system. I'm really excited to find out what we'll get for that system next!

I selected Greymoor, but I admittedly am biased. I started playing ESO between the Elsewyr and Greymoor expansions, so Greymoor was my first DLC launch.

Also, scribing and antiquities has been a lot of fun! Also I LOVE Harrowstorms

    Gold Road
my favourites are Blackwood, Summerset, High isle, Elsweyr, and Gold Road.

i love the music, the environments, the furnishings, and also love the characters.

And my favourite homes are in those zones
    - Willowpond Haven and Sweetwater Cascades
    - Fogbreak Lighthouse
    - Merryvine Estate
    - Aldmeri Grotto
    - every Southern Elsweyr home

i used to mostly do crafting writs in Leyawiin, Alinor, or Rimmen,, for a while also Gonfalon Bay.
And now I've been doing them in Skingrad since June because i love how fast it goes and the writ boxes are easy to reach.

i don't think one of the chapters is the best.
Especially because each new chapter has updates to old features and has new features too.

    Summerset
Even though I hate the geysers there, Summerset is just a beautiful zone. The story is acceptable; the Psijic skill line was fun to do the first time with the skull sidekick; the trial was short and sweet; the world bosses had some interesting mechanics without being overly punishing; and I got to spend more time with Raz which I always enjoy.

I've played ESO since beta and Greymoor was the last good expansion, with the last good feature; Antiquities. Everything since then has been mediocre at best and it's been a steady decline IMO.

    Morrowind
Morrowind because it was followed by Clockwork City and I heart Sotha Sil.

I find Vivec to be both fascinating and repelling, which really works for the duality of his character, but Sotha Sil is endlessly intriguing to me, so I really enjoyed getting shrunk down and sent to his world to play around for a bit.

    Elsweyr
I have to give Elsweyr the top spot, but Orsinium and Morrowind were also very good.

It’s hard to rate chapters as a whole since there are many parts to it: the story, the zone, and other things like Antiquities mentioned above. Maybe I should have rated Greymoor higher for that, I loved Blackreach but the zone story did not appeal to me.

    Morrowind
I'm voting Morrowind because Clockwork City isn't an option. Clockwork City is an example of a small zone that can still be packed full of interesting content.

I'm a bit surprise by the lack of love for Necrom and would have ranked it higher, but what wrecked it for me was the arcanist and the way it has taken over PvE content in general.

    Summerset
Orsinium, Elsweyr, Summerset and Morrowind are my favourite expansions. The zones feel vivid, are made with an insane amount of details and have decent stories. All 4 are for me on a comparable level.

I voted Summerset because the zone is more easy to navigate than the others. Elsweyr is the worst in this aspect, wayshrines are far apart the geography of the zone forces ppl into certain paths and detours. As a result it takes forever to reach POI such as dragon fighting grounds, WB or the public dungeons.

Orsinium has the best main story IMO, and the environment is beautifully designed. But Morrowind also has a beautifully designed environment, and it brought Warden and so many beautiful houses and furnishings. Orsinium would have too, probably, if housing were out before it came out, but yeah.

Environment (map, style, atmosphere, etc.), Main Story, Characters, Side Quests, Chapter Feature and even the zone House were all top tier in Summerset.
All of the other chapters lacked quality in at least one of these aspects.
For me, High Isle and Morrowind are second tier and all others are below that.

 I disagree that Summerset was the best Chapter.

I think that Morrowind and Clockwork City were strong but that Summerset did not hold up the bargain. It didn't really feel like part of a trilogy. I keep having to be reminded that it was the conclusion of a trilogy and not just the next Chapter after Morrowind+Clockwork City.

Thus, I tend to put Summerset down near the bottom as 4th worst, above Greymoor, Blackwood, and Gold Road.

Why Elsweyr? It is a relatively straightforwards story. Go in, fight dragons and their pet Imperial, and her pet necromacer. The writing was immensely better than Greymoor and Blackwood. It does not feel forced and contrived, like Gold Road. It is not terminally boring and does not have an agenda beyond writing a good story.

Morrowind and Orsinium are solid contenders, but I like Elsweyr better. Either way, I would love to have that sort of writing back.

I have the same opinion just picked the other end of the arc for lack of options. I also like Elswyr, though not as much as the previous content, and feel it is after that things go downhill.

    Orsinium
Orsinium was hands down the most complete zone evered offered outside of the base game.

Other chapters have notable parts or some new gameplay elements, but for a complete story, a fully fleshed out zone, and most importantly the TES World experience, Orsinium is the one to compare all the other to.
Enjoy the game, life is what you really want to be worried about.

    Orsinium
Put my vote in for Orsinium as I love the zone, story, and side quests.

But High Isle is my fave zone to be in, shortly followed by Gold Road.

I don't believe the quality of writing has changed, honestly dialogues been clunky asf throughout the entire ESO history. Base game has so many clangers it hurts. But the style had changed in High Isle, and it's not to my preference. Quip, quip, quip.

I really enjoyed the Necrom/Gold Road arc, but also really wish there'd been a Clockwork City style mini DLC in the middle where we got to meet more of Ithelia and scions.

The Daedric War arc, I enjoyed, and love Summerset, but don't feel it was on par with Morrowind or CWC. But then both Morrowind and CWC had that massive hit of nostalgia. I've done all DLCs and expansions at least twice, and Morrowind was the one that kept catching me with things I'd missed. Barbas for example, keeps appearing in the background when you're talking to NPCs in the main story. Missed him entirely first play through.

Blackwood, loved the zone, loved the side quests, enjoyed the ambitions storyline, but never felt any need to return once it was all done. Though the ending of Fargrave got me to my feels. I wonder if <insert that individuals name here> will ever come back to the franchise? Also, the quest with the argonian lady whose brother has been turned into a pig. Loved it. She sounded so done with her brothers shenanigans. It's rare to remember delve quests, aye?

Elswyr, eh, I dunno, did nothing for me. I am not a Cadwell fan.

Greymoor and the vampire arc was an absolute banger. It was another one though, by the time I'd finished it I left the zone and never returned. Not sure why.
