sorry but this whole thread is alien to me -- i figure with all of the stuff that actually needs to be fixed in this game, what a group of goobers is doing in a tavern in one town doesnt seem to break the top 100 list.

If they have been asked to stop and keep doing it, then they're obviously doing it for harassment. Also, if they target the same group for an absurd length of time. That's pretty easily proved.

I won't defend hypocrits, which are demanding, that those mementos (which have their valid use outside harassing situations) are removed from the game.

Then good luck moving from tavern to tavern each few weeks because new trolls show up. And don't you think the harasser should be punished instead of forcing people who just want to roleplay in peace to move?

What do you think about people who, as soon as they see a group of roleplayers sitting somewhere, start spamming the chat with nonsense to disrupt conversation and mudballing the roleplayers nonstop? The only purpose that behavior has is obviously ruining the fun of other players. Don't you think ESO would be better off if people who enjoy disturbing other player's gaming experience and immersion would be removed (after a warning, of course - they should have a chance to show they're willing to change, after all)?

But in reality, there are also house rules. If someone at a railway station, shopping mall or exhibition center randomly screams at other visitors or even throws things at them, security will come and throw them out. I don't see any difference here.

I'm pretty sure there are several Game Designers over at ZOS who are also the type to find humor in annoying/taunting others. They even animated and sold in the Crown Store a Dance that's basically glorified Tea Bagging, even though they also claimed continuous Tea Bagging is a reportable offense.

The thing about the Evermore tavern is that there's no group running an event there for the most part. It's just an open space that's sort of become the open hub for getting casual RP in without requiring much commitment, and pretty much everyone can partake. There have been groups that tried to relocate the "hub" as it were, but none have been successful in any real capacity; Evermore is still the place to log in, walk up to the bar, and drop an emote to get into the RP.
While I'm not innocent of being a little troll-y there from time to time I can attest to some folks taking it to extremes by dragging NPCs through groups of players, using the brightest and most obnoxious mementos they can find, and just generally being a troll for the sake of being a troll.

but in a video game - where they arent screaming but typing and doing emotes -- vastly different.
So, who do I need to contact to escalate the countless tickets I've submitted about player harassment in Evermore tavern? I am now at over 10GB of video evidence of various players purposely spamming mementos, spamming abilities, attacking NPCs and using them to knock people out of place/out of their emotes, and harassing people in zone chat. It's the same people consistently, with documented harassment that spans years.
Does Zenimax care at all? Why should I continue to pay a subscription for an MMO where the TOS isn't being taken seriously at all, where I have documented rule breaking extensively, yet nothing is done? There's a character I can no longer play in, fully leveled and geared, because these trolls have become obsessed with harassing him.
