They implemented the block with Update 39, removed it (intentionally, per the notes) with a subsequent incremental, and then reverted it without a note in Update 40.
Since the last known comment stated it was intentionally removed, re-implementing it seems to be the mistake until and unless we are told otherwise.

yeah i remember them reverting it before U40
i just figured they re-implemented it again because of the archive and the fact it has a limited number of lives, and you could get in have a marauder spawn and be like "nope" and PTE out of the instance without losing the life

The reasons for blocking PTE and for reverting it are both much more important and impactful for pre-EA content, imo.
I don't see EA being a more compelling reason to block PTE than tris are; I also don't see EA as being impactful enough to justify the way blocking PTE impairs groups trying to progress in non-EA content.
If the devs do, though, they need to communicate that. Otherwise we have only their most recent statement to go by.
