Leave instance button missing while in combat (again)

The inability to leave a dungeon while in combat was reverted in this patch: https://forums.elderscrollsonline.com/en-gb/discussion/643267/pc-mac-patch-notes-v9-1-7#latest but it seems to have been reintroduced recently
I soloed the cauldron and there is no leave instance in the group tab and I cannot leave the group as there is no group to leave. This is the same problem as I reported in my thread here: https://forums.elderscrollsonline.com/en-gb/discussion/642632/cant-leave-dungeon-due-to-in-combat-while-solo#latest. I am aware of the cyrodiil/IC queue workaround, but this is still a bug and as far as I am aware this was not announced as being put back in the game
