Exiting Instance (PTE) Functionality No Longer Works In Combat

As of the recent patch, the ability to exit instanced content like dungeons, trials, etc. is no longer functioning in combat. I saw no mention of it's return in the current patch notes, so I am hoping it is a bug/mistake and not an intentional and undocumented change.
