Some says its an daeric artifact, others that its just an duster tied to the end of the tail.
But then it would be more common.
This Khajiit seen in an Southern Elsweyr quest hold it but goes away at end of dialogue.

Mesite✭✭✭✭Alternatively armour with a spike on the tail which gives an extra light attack per round if you wear 5 pieces. Obviously only usable by khajiit and argonians.3 -

Honestly, just play a race without a tail. And if you dislike tails in general, maybe a game that includes all types of animals and animal-people isn't the best choice.@Syldras | PC | EU

Khajiit woke up this morning
With a bad hangover
And his tail was missing again
This happens all the time
It's detachable
This comes in handy a lot of the time
Khajiit can leave it home
When he thinks it's going to get him in trouble
Or he can rent it out
When he doesn't need it
But now and then this one goes to a party
Does too much skooma
And the next morning he cannot for the life of him
Remember what he did with it.
Khajiit looked around his apartment
And could not find it
So he visited the palace where the party was
They hadn't seen it either
This one asked them to check the potion cabinet
Because for some reason this one leaves it there sometimes
But not this time
So I told them if it pops up to let Khajiit know
He asked some other walkers from the party
But they were no help either
This one was starting to get desperate
He really does not like being without his tail for too long
It makes him feel like less of a Khajiit
(And he really hates having it fall off every time he rides a two-person mount)
After a few hours of searching the house
And asking everyone Khajiit could think of
This one was starting to get very depressed
So he went to Rimmen and ate breakfast
Then as he walked down Main street
Towards the Artisans District
Where all those walkers sell used gear
And other junk on the street
Khajiit saw his tail lying on a blanket
Next to a broken provisioning station
Some orc was selling it
Khajiit had to buy it off him
The Orc wanted 22 gold
But this one talked him down to 17
Khajiit took it home, washed it off
And put it back on
He was happy again
Very sleek
People sometimes tell Khajiit he should get it permanently attached
But, this one does not know
Even though it's sometimes a pain
