What platform are you on? The number of players on PC+steam seems very level over the past 3 years according to steamdb. https://steamdb.info/app/306130/graphs/
Isn't there a natural cycle of chapter comes out, players surge, lull, DLC comes out, players surge, lull? Why would you expect players to increase based on the *announcement* of a new chapter? There's not new content yet.

Look again closely. The active player trend has basically hit pre-lockdown levels.
Unless they've really reduced the number of shards, Xbox NA seems very populated. I was wandering Greenshade over the weekend at 3 AM (5 Eastern, 2 Pacific) and there were tons of players. I had multiple people for the world boss fights, the public dungeon had groups coming and going constantly. I'm seeing tons of people even when picking flowers and thinking about whether I want to do anything.

Happy to know there are players who are looking forward to it… Wish I shared your enthusiasm and excitement…
When elsweyr was released, I got to spend the year learning a new class — figuring out what worked well and what didn’t. Then came antiquities and mythic items, which I had doubts about at first, but added many new possibilities for builds by breaking away from the old 5-5-2 convention. Then came companions. I got to spend the year working on their levels, gear and aesthetic. I’m big on solo play, so I enjoyed them quite a bit.
Next big release introduces a card game that I just don’t see myself getting invested in. Antiquities were a mini game too, but one that affected the game itself with mythic items. Unless they offer something similar, it will just be an aspect of the game I completely ignore while waiting for 2023.

It's also quite noticeable by how silent guild chats have become, and verified by looking at guild roster log in data (and sales). Even zone chats are becoming less active.

And then right back down when people realize they can't get achievements any more on their alts, when random NPCs comment about their new characters already being the Heroes of Tamriel or all the other things they haven't done, when they are locked out of quests because the quest givers tell them they have already done it, when they look at the map of a new zone they've never entered and see everything already marked as complete, or when they see level 2 characters that are too low to even enter Cyrodiil wearing Former Emperor and Grand Overlord titles, or Flawless Conqueror, Godslayer, Master Angler, or what have you.
No, this time things will be different. Tamriel One was fun and engaging, Tamriel Once .... not so much.

Maybe. But I think more will like the new AWA vs having to re-do everything on a new character. That was very much a drag and now we will be able to see our real progress overall. I thought the repetitiveness was a poor design but we all are entitled to our own opinions.

March just began and the new dlc hasn't dropped so let's look at February, which is this same time but in a different year.
Not a lot of players aren't on Steam but let's look at this steam chart

So we lost some of our pandemic surge but the game is still well above pre-lockdown numbers.

We did lose a lot of veteran players a few years back now.
I saw a fleet of departures around 2018-2019
Many didn't really like the direction raids where taking:
- VSS
- VKA
The raids felt rather static and boring and I think a fair few lost interest, perhaps the DLC zones linked to these raids had something to do with it (Greymoor and Elsweyr North)
I think content direction is to blame and also the shift in the client base which have spoken about for quite some time and that we've seen through recent additions.
