No to existing NPCs, because it would mess up the quests and lore, but yes to companions, they could add the option to start a second quest line when achieving maximum rapport, that eventually leads to a romantic outcome, or ring of Mara ceremony, etc., but it should be optional and not affect any other companion features.
Being able to marry some random NPC would not work, they would have to add in a completely new voice dialogue for them. However, Companions we were already told they were exploring adding a 'romance' option when they were first released... however, they have to BALANCE the gender release of the Companions to make it even possible at this point; THREE females and only ONE male doesn't make for a very happy player base!!
Interesting though, the number of people who come out against it, yet in Skyrim 'marriage' was a major feature that a huge number of players appreciated.

There are some NPCs I find interesting (Revus Demnevanni comes to mind) but I can see romancing NPCs being problematic as typically one copy of them exists in the world and it would get weird quickly as thousands of players romance the same character. They'd have to be turned into a companion or a houseguest for it to work and that would be a whole other complication.

OMG I'm not the only one who has an alt madly "interested" in Revus Demnevanni!
I understand why people might find it fun in a single player game but in an MMO I find it creepy and really would dislike this being in the game, at all, even if I could choose to not do it. (Sorry to those that like those idea; I REALLY hate it.)
I find the completionist in me wants to know the pieces of all the stories and responses and.. it gets weird and nonsensical. Will get even weirder with this push towards Account-wide- everything. If you romance an NPC in one character will it change how they react to all your characters? Plus thinking about everyone (real players, ) all pursuing the same NPCs...
Just...no. My two cents.
