I bought that passive on my main because I was thieving a lot and would occasionally get spotted. I found it to be more or less useless because I could never reach and interact with the footpad while being chased and attacked by an angry citizen or guard. When they did a full Skill reset on everybody for the Heroes Reforged thing I declined to buy that passive again.

I really don't think this would make things too easy. Any compentant thief has at least one town where they know an easy unguarded route from the wayshrine to the den. Interesting, I did that quest line but didnt notice I unlocked a fence there. I'll have to check it out.
Alikr. Port to wayshrine, run up the hill to the refuge. Also, port to outside of sisters of the sands, run through the inn, upstairs out the side door and into refuge.
And OF COURSE you shouldn't be able to teleport directly into a refuge, trivializes that whole aspect of the game. Don't bother with a "well you don't have to use it" fallacy in response.
Trivialises the while aspect of the game that you've just pointed out is trivial anyway? 🤔
My opinion: Being able to teleport directly into the refuge works to trivialize moving around the world with a bounty and makes it too easy to get the bounty removed.

Not everyone who plays the game knows the easy paths to get a bounty removed. They may not even have the right wayshrines learned. That is part of the player's skill in using the system.
So, as easy as it is, it is not nearly as trivial as it would be if people could just teleport to whatever Refuge they know.
