This is such an odd one, really... It is meant to train the horse (or whatever you are riding), but it counts for all mounts. Meaning that it seems to be a training of your character instead.
But then, why not just have a Riding-skill under World-skills instead? Say, thre four-tiered passive skills, each tier representing 15 points of the horse-traning (eg speed adding 15/30/45/60 to the speed).
This connects to one of my forgotten points from earlier - why are abilities that clearly should have been skills in the CP-trees? Things like fishing, gathering, hunting (that doesn't exist yet, but should being as gathering but for beasts) and movement speed could all be passives under a "Survival"-skill, for example. It would make immensily more sense, would it not?
Here's mine for the aspects of the game:
Combat (The bug list):
The persistent double break free bug. - Might as well accept your death at this point.
Permanent combat bug - Prevents you from going pretty much anywhere on a mount or interacting with doors/NPCs
Sprint bug - You're not allowed to sprint or gallop when this occurs.
Server desyncs from stealth abilities - You essentially cant stop or counter attacks from stealth half the time.
Endless unbearable amounts of ability lag and frame lag - I dont think I need to explain this one lol
Lack of true addon support:
There are so many great addons made by the community that frankly should of been integrated into the game years ago but they haven't, the ever growing libraries as a result make it somewhat problematic to manage anymore. Its frustrating.
Examples: CP Configs, Hodors etc
MISC:
As someone has pointed out; "Nagware" - the NPCs that just wont ever leave you alone or shut up.
Too many pointless gold sinks - that just make things clunky and wasteful. (CP allocation, respecs, Wayshrines) I know gold sinks are a necessary evil in some capacity but removing them on at least these 3 areas would be a much nicer experience especially for new players who aren't traders, wont have CP for gold gains and are trying out multiple things to enjoy the game but bankrupting themselves in the process.
Lacks a meaningful gold sink: Mount upgrades, instead of locking a single upgrade behind a 20 hour gate, we should be able to upgrade as much as we want with an incremental increase in cost each time when done within the 20 hour window. This would be so much better for veteran players. Mount upgrades are one of the most demoralising things for me making a new character and buying more character slots. I cannot stress enough just how brutal it is going from using a 60% speed mount in cyrodil to using a 20% mount This cannot be done like the inventory and bank upgrade system though, those jumps are pretty nuts and are not incremental.
At this point I would gladly pay to unlock 60% speed across all characters as a single purchase crownstore unlock (like skyshards and skill lines but only having to make the purchase once for all characters, they can keep the stam and capacity separate from it)
Crown store:
Inflated prices: Ex: Riding lessons; at 1000 crowns a time for 10 and thus 3000 a time for 10 of each, it works out at an insane amount of money to spend on upgrading a mount. This makes one of the most desired things when you have maxed out your character for efficiency purposes doubling as one of the most expensive. I calculated around a year or so ago that if you were to spend all that money on those riding lessons you would end up at around £900 for 8 characters to max out each mount and all 3 stats to 60. That's quite insane. Realistically nobodies going to do that of course (i'd hope) but the principal is there.
I am also of the mind that if they dropped the price of each riding lesson from 100 per lesson (which is how 10 = 1000) to 50 and then sell individual riding lessons without gems, they would sell A LOT more. I would buy them a lot more honestly. Assuming we never get the QoL upgrade I suggested above the crown store section of my comment.
Then there is the other things;
Skins priced extremely high
The crate system and the fact that it exists at all (I dont like loot boxes, direct purchases and only direct purchases please)
House prices
Furniture prices
At the current prices its just not worth it in my opinion.
Timed exclusives: This one is frustrating because of obvious time restraints and life, there are so many cool things that have come through the store since it came out and we cant get them until they cycle through again, this is a method of business that is based around impulse purchases akin to how black Friday sales would work just without the sales. While its good for the business its horrible for the consumer/customer because they miss out and it creates a mad dash mentality where consumers spend irresponsibly. I've never liked timed exclusives of any kind for this reason.
Finally, BALANCE & SETS;
One of the things that has frustrated me to no end is that PvE gets PvP nerfed and PvP gets PvE nerfed they MUST be separated, on top of that people who love the roles that they loved get absolutely whacked by the balance of the game.
A friend of mine is a pure tank player, she loves playing the immortal tank even if she cant do damage just being that immovable object is something she loves but then PvP builds with High damage but High defence get her nerfed so she doesn't enjoy PvP anymore, the health regen nerf for example recently hurt her favourite build pretty hard. Now sure it can be said "Adapt" but there are limited options because viability of a lot of sets is pretty much void. Hundreds of sets in the game now and like 10 are viable. This makes the game incredibly boring. There is also by comparison to sustain and damage sets a distinct lack of tanking sets for PvE and PvP.
On top of this, the huuuuge nerf to mag using proc sets is awful as well but this effects both PvE and PvP and its ruined a lot of the game for half the community in many ways and massively buffed the other half. These are all recent changes of course but they are prime examples of something I hate. Sweeping changes. I would much prefer incremental patches for balance and not wide sweeping changes. Even if that means every two weeks X ability does Y, because at least then those things are being tweaked slightly to find the right spot rather than being either thrown into the dirt or risen up into the heavens.
Damage is all over the place as well right now which just feels...wrong.

As it stands right now, the CP system is in a horrible place - much of the points are wasted, maximum of 4 slottables ruins build diversity and too make matters worse a lot of them just aren't worth it so there isn't really that much incentive to play to gain exp for points when you're over 1200. The old CP system while messy and hard to balance was much better because all your time spent contributed to your power. With the new system only part of your time matters because you can only use a quarter of each tree. If that.
Thats it really, I could probably go on for a good long while but I cant write a book on 7 years of my experience in this game so i'll quit while I am ahead lol

That is one point I forgot in my list, actually - I hate the hate for tanks and heals that I feel from ZOS. It is aaaall DD. Medium armor gets no drawbacks, while light and heavy both get lots of drawbacks - including extra damage taken. For heavy armor. Tank armor. Seriously??
