The exchange where the person was asked about a drop and then responded that they would now destroy it is toxic. It is not harassment, but it is toxic.

If you dont need it you can give or sell it to that person.
If you do need it, just say: yes, I need item X.
I have never had anyone keep insisting that I should give them item X and only a couple people offered money which is fair enough, its still my choice to accept or decline that offer. On PC EU I have not experienced strange behavior when asking for gear, its either a yes/no answer or no reply.
Deconstructing gear that someone needs because they use an add-on to see group loot is a very spiteful thing to do in my opinion. Many players just play one role or build, all gear that doesnt fit that role gets deconned so it only makes sense to ask if you see an item drop that you need.

Nothing wrong with asking, just don't whisper me asking for my loot when I haven't even advertised it in group chat, and especially don't whisper me asking for my loot seconds after we kill the boss.
My loot belongs to me.. not anyone else. Nobody is entitled to my loot at any given point. sending me desperate whispers is harassment and annoying.
Oh and perfect example.. I was farming for Medusa necklace in Arx Corinium... It took me a couple of days to finally get it. One of the pugs in 1 of the groups we were in got it in one of the chest loot.. I did ask to obtain it ahead of time.. at the beginning of the dungeon run.. After the pug got the necklace.. Not once did I think about pestering him for the necklace.. I wasn't entitled to it.. no matter how long I've been farming the dungeon.. People either volunteer for it or they're searching for it as well.
No need to pester people.

Believe it or not, but 99% of players will not be pestered by you asking them for loot, but 100% of players will be royally peeved if you refuse to share loot out of spite.
