Lowering the dialogue volume will definitely work for NPCs, but it's all or nothing. It will help the kids who find voice acting "icky" because it will silence everyone together, but I'm not completely sure if it applies to your character as well.
There's an addon on PC called 'banker shut up' which originally just silenced bankers but also adds a mute button to each NPC's dialogue box so you can mute them individually if you don't like their voice. Unfortunately however it doesn't work on 'background' NPCs like the ones going on about dragons in Elseweyr.

Yeah this has been the gripe i've had since early BETA testing tbqh. I love hearing the ambient voices (atmosphere) and definitely enjoy the non-dialog-box voice convos (like before/after certain quests) that happen right in front of you like a 'scene'.
I mean, on some level i sorta understand why Zenimax didn't let us mute only quest convo dialogs back then in beta, since it was such a 'big selling point' and maybe they didn't want to insult the voice-actors i dunno.
But now? At least give us the OPTION.
Problem is twofold: First, most humans read (and comprehend) much faster than the speed (or lack thereof) at which most of the NPC questgivers talk in convos. So our choices are to either sit there waiting for the NPC to finish sentences....or....click dialog option before they finish, thereby cutting off words/phrases mid-speech (not very satisfying RP-wise) .
Secondly, and most importantly imo, no matter how skilled the voice-actors are, they will never be as immersive as the sheer limitless range & power of human imagination. (from reading) -- Not to mention the fact that 3/4ths of all "basic" NPC's no matter what map area all sound the exactly same anyway lol

We have this in battlegrounds but we hear other player character's voices and not our own. Wish ZOS used some of those Battlegrounds callouts in the character creation voice sampling, because you have no idea what you actually sound like to other people.

OMG I couldn't agree with you more. I *** HATE VA in games that do not have EXCELLENT writings. Frankly, 99% of the storyline and quests SUCK in this game. And va made them even worse. Like if you can't create great characters, at least let me imagine what they'll sound like instead of SHOVING the va down my throat.
Edit: Honestly I think Oblivion will be a better game without the voice acting. The memes are DIVINE, tho

I don't know who that is. I haven't spent much time in the newer zones so there's a lot of NPCs I haven't met yet.
I started using it back when most of my characters were new and spending a lot of time in the starter zones and I got sick of hearing "Welcome to the bank of Daggerfall" over and over again. The fact that it works on other NPCs is a nice option to have but it's rare that I use it on any specific person.
(To be honest I only have the sound on at all about 1/2 the time, so maybe I'd use it more if I was hearing the NPCs more often. There might be some I've encountered several times but never actually heard.)
