I finally got a response from CS that was actually helpful. I put in at least 9 tickets and 2 phone support requests since I was bugged on 4-12. Everyone of them resulted in a form letter telling me to reset my UI or soft log!......except the last one from Andrew. He actually did his job and reset my main story quest. I was stuck on the "messages across tamariel" quest. Here is his response...

I understand your problem, I have dealt with a couple bugged quests myself but I have yet to run into one that is apart of the main quest line. I understand that you cannot abandon this to try again because it is a main quest, so I will go along and do that for you. As for why nothing was done before in your previous tickets, I have no answer. I just know that I am here to help you for as long as you are having problems, questions, or just want to talk.

Thank you for your patience, and I am sorry about the previous replies! Please let me know if there is still an issue with the quest or if it works so I can spread the word (Hopefully you can too!).

This is the response that should have been sent on my first ticket. Andy did his job and now I can continue on with my gaming experience. Each of my tickets were very clear on what quest was bugged and that it was a main story quest that could not be abandoned. Each response gave me the cleaver idea to abandon my quest as a way to fix my problem....except Andrew

When you send in your tickets ask for Andy maybe they will get the message.

Just got this quest and he's in Elden Root but I can't talk to him... how have they still not figured out a (permanent) fix for a bug this major after so long?

This is ridiculous and needs to be a main priority to fix. I'm so angry at zenimax right now I'm debating on unsubbing today. This game is awesome when it works but the main quest being broken and 2/3s of the pve content is unavailable to me because of this *** bug is too much for me.

Can't talk with the NPC. Fix it.

Same problem, level 50 or VR1 got the quest, in the town right next to him and can't talk to him.

Having the same issue and seeing that this thread started on April 3rd is a bit disheartening. I'm unable to proceed with any content except Cyrodil at this point. Definitely will not continue this subscription.

Quest still bugged, my friend facing the same problem. Honestly i do not mind if side quests are bugged, but main quest bugging out is not acceptable. ZOS is in a shithole now imo. Ppl are waiting to death for new VR10+ content while those below get *** blocked by bugged quests. On top of poor balancing of the classes. They better make up their mind soon or this will turn into another swtor disaster...

same thing happened to me. been quite a few days. and still no reply by email or any GM fixing that quest for me. they could make it completed for us for all those days we waited. im really starting to get mad now. cant play with my veteran friend cause I been stuck at that quest forever.

Unbelievable, how is this still broken?

I guess I've been pretty lucky in the past to not have many quests break, or easily fixed with abandoning and retaking the quest.

I was beginning to think cancelling my subscription earlier in the week due to other emerging issues was a bit of a knee jerk reaction, but being unable to progress in the Main Story quest line 3 weeks after release is certainly reinforcing my decision to do so.

My main quest is bugged, i cant interact with The quest giver. Vanus Galerion - Elden Root- Grathwood

MAIN STORY QUEST "MESSAGES ACROSS TAMRIEL"

I was going in to a small town (Rawl'kha - Reaper's March). The quest giver appeared just the moment i was jumping down from a hill to the town, he was left behind and told me to go on my affairs and he asked me to find him. Couldn't turn him back because he disappeared till i go back around the hill.

I believe that part of quest line is broken. If you skip talking the image of Vanus Galerion at first chance, you will automatically get a quest asking you to go to a main city which is the quest that is bugged. If you can normally talk to the guy when it shows up, quest asks you to go the Skywatch - Auridon. If you see the screenshot below, your in trouble for now. 25.04.2014

You do NOT need to do this quest to advance to Cold Harbour/VR.
- Port to a guildmember/friend who is already in Cold Harbour
- Enter the main City and start the quest from the woman at the south entrance
- voilà. you just started the last main quest which will lead you to VR content

The quest "Army of Meridia" IS the main quest but ofc you will see it as a Coldharbour quest and ofc will be bugged couse you are not suppose to be there.

Here`s the solve to "Army of Meridia" bug :
Broken q: Army of Meridia
Even if you save the king quest will still send you to save him.
On the map will show you a sign near a tent close to Library of Dusk waypoint where you won`t find the king.

How to:
Check if you completed quest on the 3 towers:The Lightless Oubliette, The Black Forge and The Great Shackle.
Go in town (The Hollow City) and search a guy called Groundskeeper on the stairs of main castle.

Quit The Army of Meridia quest and talk to him.
He will give you a mix of FAILED, COMPLETE, FAILED.....and will start the next stage of quest.

Or delete your char and start over couse it can`t be solved if you ask support team.
Next you will be stuck in Library:

I tried the above, did not get it to work. After talking to the Groundskeeper in the south part of the city, she sent me to do multiple parts, but it never led to actually getting to the part where I'd get to fight MolagBal. There were no more quests given to me after doing the vampire part (marking the houses with the blood from the vampires). Not sure what to do... is there another place to pick up the next quest that I am missing?

I still can't interact with Vanus Galerion either. Anyone else still having issues with this? I have tried sending in multiple tickets, but they tell me to do the usual /reloadUI, camp for 15 mintues etc, then a CSR told me that he would look into resetting the quest, but that he needed to do some research, which would take a couple of days to make sure that it wouldn't have negative effects on my character or the server.

Anyone able to get a CSR to reset the quest?
