Ideas like this sound good when written down. However, what happens when they get put in place is they are dead zones. PvErs are not going to play on a PvP world. Why would they? Why risk being killed by another player when going about your day to day business? Doing a world boss daily and all of a sudden not only are you fighting the world boss but another player as well? Even with Amazon's development of an open-world PvP game went from total open-world PvP outside of some small safe market areas to having an opt-in system and wanting to develop PvE.

If you are only flagged for PvP outside your home alliance, when you go to a foreign alliance all the people that call it home you can't fight. They could follow you around until their friends show up, then kill you.

So the Dominion are the only people who have Selene's and Skoria, while the Covenant are the only ones who can reliably get Swarm Mother's and Ebon Armory, and the Pact gets.. uh... Hulking Draugr?
If EQ Team-PvP servers taught us anything, it was that dungeon/territory/gear control is the most important factor in deciding which team snowballs and "wins". Dark team had all the best high-end dungeons, so all three other teams had to group up against the Dark team to be competitive. And the elf team was pretty much just as screwed as the Pact would be in ESO.
