No I don't think anybody would play that really. Sure there is excitement when out questing, but when I'm in a capital city or something crafting. The only fix would be to reinstitute pre 1T factions, and anybody of an opposing faction comes near an opposing City or stronghold would be attacked by the guards.

Its kinda like questing in the Imperial City. I've done it, but if I just want to quest, there's no reason to do it in a zone where I have to stop questing to deal with gankers. Plus, even when I want to PVP, Imperial City features a certain type of PVP fights.
Maybe I'm just missing the appeal of open world PVP/PVE that's not specifically designed for PVP like Cyrodiil is.
