So that leaves PvPers, whilst it might sound great, and population might be ok as you would cease all PvP in all Cyrodiil campaigns and all PvP would take place in the open world.
The problem is where would it take place? You could spend your evening jumping from zone to zone trying to find a fight. So instead of fighting in Cyrodiil the PvPers spend all their time looking for a fight and possibly never finding it, especially if a solo player.
End result? PvPers give up and pull the plug on their participation in the game, because why bother PvPing if you can't get a fight. Give it a few months and the PvP servers are so dead that Zos closes them and chalks them down as a complete waste of money
Easy solution...
You're only flagged for pvp when you leave your respective Allianc. So if you're looking for trouble you travel to an enemy alliance and risk your neck. Otherwise you stay in your zone and pve.
That alone would solve many issues this game is currently facing.
If there is a set you need that only drops in an enemy zone, you would have to buy it at a trader. Stabilizing the economy.
They would need to make Antiquities tradable so that they can be sold.
Doing Caldwell's Silver quest allows me to walk in other factions lands unrecognized. Meaning I get a free pass.
Which is my point exactly. That takes away from the immersion. I'm no longer any one alliance... I'm all 3....
I want to hate and kill my enemies by any means and make them suffer...

basically you can choose to turn off pvp anytime you want outside of cyrodiil and sewers. so people would have the choice to not run pvp, just like with WoW

If ZOS created a separate server for open world PVP would you play on it? This means players can attack you at any time no accepting duels required except for towns and crafting stations.

*Going off discussion the server would need to have something to keep higher levels from wanting to needlessly kill lower level players. One option would be a penalty for killing characters who don’t fight back. By doing so you are marked and have to kill a certain amount of mobs to unmarked yourself. If you die while marked you have the chance to drop/lose gear. This is just something another game does to keep the balance.
WOW open world PvP has serious issues for an many years, most want an slight advantage in PvP, say an 60/40 over enemy.I miss having pvp servers, like from DAoC, WoW, and TOR. I don't know WoW or TOR have actual pvp servers any more - it's been years since I've played - but I always enjoyed the thrill of the possibility of being ganked when doing mundane things.
