A simple dismiss button or something would be nice
You can unsummon it by going under your character sheet, scrolling down to the active effects, and remove it from there.

Someone "sniped" your regular kiosk? Have a few bears afk there.
Want to shut down the anniversary event? A few bears on the chef NPC that gives the cake.
Park a bear on the 100k coin in Solitude just for kicks so people can't pick up the lead.
These are all things that can be done currently due to the disastrous way bears block interactions. ZOS, wake up and fix the issue before it becomes a much larger issue.
For these unlikely situations, I'd actually rather see the players reported and banned. Players like that can find other ways to grief people, not just roll wardens and summon their bears.

While I have absolutely no sympathy with wardens and their bears at all, there is no way to prove they are deliberately trolling any more than the original example given here. For all we know, a person blocking the dragonguard coffer is trolling on purpose. Someone blocking the Solitude lead might just be AFK eating dinner. We don't know for sure.
This entire issue is on ZOS. Yes players can abuse the system, but this is a situation where ZOS should code it such that players can't do that. Seems simple enough to me. There is a system in the game that allows players to grief others on a massive scale and the only thing stopping it is the honor system. That will only last for so long.

Hey, guys, did you know assistants can be a problem, too? A couple of times I've stepped into the little Rimmen bank and found an Ezabi sitting at the door. For some reason, she sticks right to it, and for some reason, if you spawn through the door next to her, you get stuck, too. Can't go in, can't go back. I ported to my house to escape! So if I have one of the cats out and I step into a building I always try to make sure they're nowhere near the door.
It's kinda weird to summon your personal banker in the bankWhat's the point?

@redspecter23 I was not trolling. I was standing on top of the chest, and I had no idea the bear would stand on top of me.
A bit of a side topic I encounter a bug where every few hours I come across someones pet or assistant that is solid like an npc. And not only cant you walk right through them but they push you out of the way when doing things at stations or fishing like an npc might, more often than not its the bankers but also the bears on rarer occasions anyone else had this happen?

It's the banking meta.

Very easy solution!
Fine and bounty for any pet in cities.
