For every player wanting hard content there is a player complaining that rewards are locked behind hard content. ZoS has been pretty good about releasing difficult content. It has been a while since they have put in hard content meant to be soloed though. With the wide player base I can understand that decision though.

6+ years hanging around here and all I can say is that this thing had so much potential, it's really a shame what's happened. I've kept everyone I know that plays games informed about my experiences along the way and they all think I'm insane for sticking with it. I can't admit they're completely wrong at this point. This is not a healthy experience and I'm just grateful I never got anyone else involved.
The spectrum of combat difficulty is fine. For example if a player was good enough to beat vMA they got weapons. Those players that could not beat it now have access to them, but they are still missing on key component that the previous player has, experience. Beating vMA for example doesn't just reward a nice weapon, it rewards you will skills that you can not acquire anywhere else. As new content releases this skill is needed to complete it, and thus the player unable to beat vMA will also be unable to beat the new content until it has been nerfed as a result of even newer content releasing.

To me there is one thing that all veterans have in comon:
We worked for something in eso. We invested time, hardship and sometimes even tears to achieve something. That something may be very different for any given veteran, but the emotional experience bonded us to (aspects) of this game and (like it or not) each other.
New players won't get this experience, they open their wallets (wether real or virtual doesn't matter, its payment not work) or are pampered to skip emotions. Often its not even their fault, but it ruins a veterans game.
To me, thats what Zeni didn't take into mind. Even a handfull of activities of each kind that force every player to work, would be enough to satisfy both, veterans and new players. Ideas for this can be found in vast numbers within the forum...

As you said "CP810" is a decoy. Experienced (2nd account, console refugee etc) CP300 player can be way more powerful then fast-leveled CP810 newbie, but for every 2nd account there are ten new CP300 which are unable to do all content or are wiped in CP PVP, because of that stat difference.
My opinion - remove CP (give everybody fixed CP810 bonus as player reach lvl50), provide couple of new skill lines with "specializations" to allow build fine tuning... but what's most importantly - provide better and more clear MMR.
All those games out there separate newbies and vets and allow first ones to learn the game in a proper curve by using match-making rating. In ESO given the game specifics, devs may keep it hidden to avoid toxicity caused by it.
TL;DR:
1. Give everybody CP810 bonuses at reaching level 50, provide additional skill lines for build fine tuning
2. Account-wide MMR for Battlegrounds
3. PVE MMR, dependent on dungeon/trial achievements on particular character and accounted during group finding
4. Premade PVE groups still can mix players of any MMR of course

Not sure how many players we lost because the game used to be a bit more challenging (and where they went)?
I' m fine with harder content but I am very much against raising the max useful CP bar.
CP stopped because essentially, the CP system is broken. It was a bad idea that was used to try and extend the feel of powering up.
I have a solution but like every human who has to embrace change, it will be tossed out the window.
