Wont the Pen will be better for damage especially in PvE, you can use a Health Glyph if you need it.

Not to be rude or anything ... but isn't what you describe Exactly what games are all about? The Need to make Choices ?
How to design your character the best way you can, given the limited options available ? And if rules change, adapt and make new choices?
I guess my question would be, why would someone Not be required to make such choices?
