I have this issue now and in the past few hours I needed to force shut down the game and restart once when entering a mirror portal from vaermina to stormhaven and during the castle loading screen of king Emeric's storyline.

Going to try the suggestion in the link of previous post.If I don't have the problem anymore I won't be revisiting the topic

I had to force shut down Eso again in the taskbar just now so that is the reason I came to the forum in the first place..
Added Elderscrolls online to the list with exceptions for the firewall but this didn't solved it after all it seems.

previous time it happened during the castle loading screen during Emerics story
Now it happens in Rivenspire..so I doubt it has anything to do with certain location
Also I recently started having this problem after the small patch yesterday or so.
