They are, you just need to get the right werewolves or blood fiends. (No idea why the ones that turn you into a vampire aren't called vampires). They're in Bangkorai, Reaper's March and The Rift, but only on certain nights. It used to be linked to the phases of the moon (in game) but isn't any more for some reason.

Oh, I must have read an older version then. A good IRL friend actually got accidentally infected by a blood fiend in The Rift (IIRC), and has chosen to continue to play as a vampire on that character. She hasn't had any luck finding a were yet for a different character.

Oddly enough I had the opposite problem. I decided I wanted to get a character infected by a bloodfiend and went looking for them (in Reaper's March) and found infectious werewolves on 3 or 4 different nights before I saw any bloodfiends. Although I couldn't be in-game during every night because a day in ESO is something like 6 hours long, and I still had to work, sleep and do other things so I assume I just had terrible luck and kept missing the bloodfiends.
Slightly worryingly I also spoke to several people who insisted it's not, and never was, possible to get infected by an NPC and you had to buy it from the crown store or get a bite from someone who bought it from the crown store. Of course they claimed that meant you should pay for bites because it's not fair to get it for free when someone else had to pay. Some of them apparently didn't know it had been possible to be a vamp or werewolf before the bites were added to the store (and some didn't know there was a time when the crown store didn't exist), others just told me I was lying about that to try and scam free bites.

You cannot use bites always having been in the game as a counter argument without the frist bunch of people had to actually work to get it and was not handed to them.
If you don't buy it from the crown store you're stealing money from Zeinmax (It does not matter if Zenimax did that to themselves) using other players means you want everything haned to you and don't want to play the gamer and do any actual work.
Either way you're all trolls trying to make excuses to ignore the issue.

Well, some are IIRC - have to be a specific moon phase/time, and specific NPC weres and blood fiends, right?

i ahve gotten bitten by some random npc and had to go pay to get rid of it.

But I do not support the removal of players being able to give other players bites. Plus the uproar over this would be legendary. Its a very bad idea one of the worst I've ever seen. Because being bit by a player is the only real reliable way to get either condition. The Npcs are the worst way. Why the spawn times for the npcs are horrible and if you kill them they don't re spawn that is why I have never been able to get it from an npc version only by players.
