First of all, the three zones for betting NPC bites and for biting other players was about mid lvl 30s to maybe low lvl 40s but one could actually get there before lvl 40 by traveling to another player or just riding a mount to it.

Not at all. All this demonstrates is a lack of understanding of the game before 1T or what was needed to get a WW/Vamp bite from an NPC or player for that matter.

No lvl 50
My first vampire was mid 30s and my second vampire was not even lvl 20. So your suggestion that it was impossible to access WW or vampire is completely false. And you saying that my comment to the contrary is false just shows a lack of knowledge of how things really were.
It helps that when you tell someone they are false to actually be correct and in this case you were not even close.
Do not take my word for it. On the site I am linking just below this a commenter named Victor made a post May 2014 explaining they finished the quest at lvl 10. It took them 2 hours to get the 10 kills which would have been due to their low level. 10 kills would be for the vampire quest..

If someone got free crowns and access to the crafting bags every month without having to use ESO+ you can bet everyone that will argue with me about this, would have a problem with free crowns and Crafting bags....
If people can keep getting bites for free instead of playing and buying them from the crown store, then people who don't sub should be given the same access to ESO + for free as well. Same exact concept. If you want to say bites are part of the game and people get them for free and without doing any work, then I can say ESO + is part of the game and non-subscribers should be handed it for free without doing any work or having to pay for it.
