If you're on EU the peeps may just not speak English, sometimes they also run with chat closed.
Am sure it's nothing personal

I disagree. Many (though not all) people are just entitled and rude, and believe that group content - especially through group finder - is a way to find other people to do their bidding. Often people who have never responded to greetings, advice or requests in a group dungeon run will go on an absolute rant in perfect Queen's English if something doesn't go according to their plan.
I always greet at the start of a group run. It's basic civility. If you enrolled in a group activity IRL you would be considered rude not to greet your team mates, even if you're not going to see them again after it. Just because it's a game doesn't mean there aren't real people behind the screen on the other side.

No matter which language you speak "hey" and "hello" are universal and I would dare to say that even if they don't know a single word of English they get the meaning of it.
I always drop the greeting from the shortcuts. But i know a friend who hates it especially in BGs because she says that friendly players are always the worst

Hej
Equally the ‘Jeg forventer, at du forstår engelsk’ attitude is the last resort of the petty minded.

I mean... Sadly shes not wrong, ofc there is "friendly" people who are good and quite/"rude" people who are bad, just on average she got a point ~
It sometimes happens that one of the players responds in Cyrillic characters (bonus points if it's nonsensical letters because they typed the English word "Hello" but forgot they had the keyboard still tuned to Cyrillic ;D). But people do understand. At least the basic greetings are really universally understood on the internet.
I do say "Heya" and "thanks everyone" or WTTE in a dungeon run, and usually, most people reply back. It's as if people are waiting for someone to be the first to type.
I very much avoid greeting in Battlegrounds, though. It's embarassing when things go horribly wrong.
I usually reply just to be polite but for dailies I'm there to kill stuff not chat, unless I need to explain something.
I’m also not going to give you whatever item I got as loot that you desperately want and feel entitled to if the first time you start talking to me is when your addon told you I got whatever that item is, and you never even managed to say hi/sup/evening to me at the start. Manners count for a lot.
from my experience with randoms in dung
if noone say any greeting there is much higher chance group is more exp to be able done well this dung
if someone start dung with greeting then I start thinking if go further with group or leave xD
