I don't remember the werewolf skill line that was reworked being attached to the main content for the year. Was that not done the same year as the psyjic skill line? so is zos saying that if we won't to try a new skill line then we are forced to play as a vampire? Might be to early to tell but at this stage my money is staying in my wallet.

I was thinking...hmmm
1) Perhaps the big re-download will fix a few things, not getting too excited (Cyrodiil / Disconnectville I'm looking at YOU)
2) More costumes I can buy from the store (Always looking for a nice dress or good looking pant suit for my girl)
3) More motifs to get through exploring so I can sell the new hotness
4) More places to explore and farm for mats
3) More Guild Trader spots
Ok!
Well, I've yet to make a necromancer because dark isn't really my thing, so not thrilled with vamp focus. Antiquities could be fun, although WoW certainly managed to make archaeology boring. I guess I'm trying to keep an open mind. Maybe I'll buy it, maybe I won't.

This time, the content itself is unappealing. We just did necromancers, now it's vampires... maybe if I were in one of those dark-themed RP guilds that advertise in zone chat.
Of course, the combat team will likely buff the heck out of vamps followed by nerfing them to oblivion. Block will likely be bugged for the next year once they fix it. I can only shudder to think what spreadsheeting proc sets will look like...
Anyhow, the trailer was nice, but yeah, will be saving my money for Starbase or New World.
So overall, at this stage I won’t be getting it until we learn more about the nuts and bolts of the content. It just doesn’t seem worth the price tag at the moment.
I just have no interest in these "year-long adventure" expansions. Plus, I've been playing more Skyrim lately instead of ESO so I don't need anymore Skyrim content in ESO.

They literally said in the stream two new skill lines, whether or not they are including Vampire as a "new" skill line is still unknown but that still means they added at least one new skill line. Which according to you justifies the price tag.

I mean Elsweyr was the worst chapter out of them all, only really offered a new class. This chapter has new crafting for pvp, treasure hunting, mythic gear, relook at vamp line etc. and I’m sure there will be more base game additions not mentioned yet.

You said it, base game additions. They come for free. Crafting for PvP, revamped Vampire etc. are base game updates.
The Chapter only offers you Antiquities as a new system and compared to an entirely new class that seems quite... lackluster.
By the way for me Elsweyr was the most fun Chapter as I enjoyed its story more than the one in Morrowind or Summerset. On the feature side it was the worst though.
What bugs me the most is that they stick to their scheme of making every Chapter zone identical - always the same amount of delves, dungeons, world bosses and slightly tweaked dolmens. That’s what annoys me the most, it’s so uninspired.
