The year long arch is just to connect the dungeon quests with the chapter and dlc.It sounds a little to me like what you're feeling is as much about the yearlong content arc strategy as it is about the dragons themselves. Having a full year dedicated just to one story (in this case dragons) left some folks concerned that we would have less meaningful content, with just one theme stretched over a year. You seem to be feeling exactly that.
The dragons aren't common, per se, because they are only really in one zone (Elsweyr) but we have been focused there for a long time now. If players "follow the hype" of the content being released throughout the year it definitely could feel at this point as if dragons are everywhere, lol.
I love the dragons and I admittedly haven't finished the Northern Elsweyr quests yet or even started on Dragonhold, but it is true that Khajiit and dragons are pretty strongly associated in my mind right now, probably more than makes sense from a lore standpoint.

If I'd realized to begin with how much this game relies on that, I'd never have bought it; I'd still be playing Skyrim and Oblivion (well, I AM still playing both.... though not so much Skyrim right now, pretty worn down on it).

They've ravaged four Ebonheart Pact provinces in the Pact solo campaign, killing and raising our dead. It was a story of great tragedy and losses. Fathers lost theid sons, mothers lost their children, friends died on the battlefield. I still remember Sergeant Seyne and Captain Rana whom I could not save from death. So I wouldn't be so sure to say the War is ignored outside Cyrodiil

That is pretty much "quest dialog". Nothing you do, not one thing, in the war-related zone quests has any impact. Outside of those quests, no consideration is made by the game regarding your alliance. You are free to run around Tamriel proudly announcing your Alliance affiliation and rank, and no one cares. Outside of Cyrodiil. You can be highly ranked in your alliance and be doing zone quests against your own Alliance, while announcing your rank in your own Alliance, and no one cares. Not even in Cyrodiil. You can walk right up to an enemy alliance leader, right in their home city, and no guards even care . No one cares. You can be an enemy alliance Emperor and throw mudballs at them, and all they do is slap you with a misdemeanor.
