I've gathered this information from the patch notes, the developer discussion thread about the new patch, and various comments the ZOS moderators have made in threads about this. Plus past experience with MMO's (I played WOW for 8 years), knowing how items and such get restored/etc.

I can address the question regarding the bank glitch. We have identified why it is happening, we have a solution for the next patch and we have tracked down the missing items and gold that were lost. Players should be receiving them via in-game mail once the issue is completely resolved.
I hope I was able to properly address at least one of your questions. Again, I am sorry that we were not able to reach you during normal hours. Please let us know if we can offer further assistance.
I have other cheese-related tasks to perform for milord Sheogorath, I suspect swordplay will be involved, so wish me luck! I hope he doesn't feed me to Skeevers again for saying, "Irregardless".

I don't know if this counts at all, but from all the forum threads i'v read and from not getting the glitch myself. Any chance that the problem is linked to the fact that all the characters shared the same bank? i have no prob and only 1 character, but everyone i have seen with the prob has multiple characters they use, and use them for storage or a work around. But any chance that having so many access codes into the bank for each character is whats opening the hole in the system and cuasing all the lost items/gold? the way the same bank has to react to all the dif characters and sort them out?

My bank is still at 60 slots, just throwing it out there in case they meant this patch that was just updated to.. but I guess they meant the next one.
They said the patch will not automatically fix the banks of everyone who had the issue. It will just keep it from happening to more people. Support is going to have to go through the tickets and restore the bank slots, items, gold, etc of people who had this happen, AFTER the root cause of the issue is fixed. I suspect (and am hoping) that's what the extended maintenance today is for.

I don't envy them. But a very similar thing happened to WOW when Wrath of the Lich King launched. Everyone lost all their mounts and pets. It took something like 6 days for them to restore them to everyone after the issue was fixed.

@ZOS_JessicaFolsom, I had this happen last night. Received duplicate CE items in the mail and my bank space was reset to 60 slots.
