I installed the patch, launched the game, selected the toon that is bugged, checked the skill line, and well it is still BUGGED...
To be honest and open I felt like I wanted to have a cry (crazy I know) but I was so hoping that this patch would have fixed this issue. I was disappointed and that might be the reason for my silly reaction.
So, anyone that was hoping their own bugged out toon like mine would be fixed -- Sorry, I know how you feel. Those that did get a fix -- I am truly happy for you.
Here is an update, and I am posting it so others that have had this will save themselves the trouble.

I am sorry to hear that you recently had issues with your Alliance Support line. I am not sure exactly why this would have happened, but I am in the process of collecting information in order to have the Studio take a look and hopefully prevent it from occurring in the future.
In the meantime, I am not able to adjust character skill levels, but with this last patch, a new system was introduced which may give us a tool we can use to work around it. They added the ability to purchase the skill lines with Crowns, so assuming it is still unlocked for you, are you able to repurchase it? Naturally, I will provide you the Crowns. That way, you should be able to get back to Rank 10 immediately.
If you can confirm that is unlocked for you, let me know, and I will add the Crowns.
Otherwise, I am afraid the only option would be to rank back up naturally.
In regards to the achievement you referenced, the reason it says 8/12/2019 is because that achievement wasn't added to the game until this last patch, so you would have received it the first time you logged in after the Scalebreaker update.

I wrote back telling them the game will not allow that toon to buy the skill line. I asked them if they could take away the achievement for that toon to see if that will work for me? That is where it stands right now. Things look very dim!

This surprises me and disappoints me and at least one person has said the same has happened to them. Zos has replied to posts for much smaller issues and doing so show they are concerned and are making sure CS is pushing the matter to the correct people.
Their silence in this thread is deafening.

It takes less then 6 days to get rank 10 in alliance. Seems ZOS just let time fix the problem.
