I haven't and I'm not. Zos either made a deliberate choice to implement this for everyone regardless of whether they have a new IP or not, OR the system is broken.
I can assure you with 100% certainty that I have the exact same IP address I had assigned to me when I signed up with my ISP about 4 years ago. (And another post here asked someone else if they can be sure... Yes, I am sure).
I work in IT. IP addresses are like phone numbers to me. I remember all of those that I need to remember. Like my own. Also, I set it up on the work firewall for remote access 3 years ago and it's still the same old IP.

i have had the same IP for 5 effing years.. and according to Zenimax it has changed 3 times in the 2 days.. and only after i crash from the damn pvp bug.. Zenimax, you lost the game

I dont understand how you say you can "use the same ip". Your ISP configures your IP.
