Unlike you, ZOS doesn't view owning the DLC dungeons as a problem.
Also, the Groupfinder uses random dungeon players to backfill groups, so allowing a toggle for DLC dungeons would make PUGing those dungeons even harder to get people for them. Another reason its unlikely to happen.
