I had the idea of staying around there until I got all the equipment I wanted. I figured I would stop getting XP at some point, but did not expect the loot to stop, too.

That's the first place I noticed it too. Pretty weird. Was farming for a little starting gold/gear too.
You can still farm the treasure-chests in there (Coldharbour) for some starting gear.

just to add World Bosses do not drop anything.
I'm level 32, just killed a level 29 world boss (Lizard in Shadwofen) and it dropped nothing in 5 consecutive kills.
Seriously ZOS, fix this.
There was a level 24 fighting it too.

When elite mobs in game spawn in the same place... i think it's good idea to not give loot to high levels.
