People should be able to spam an ability but not to its full function each time instead of at the cost of sustain or cooldowns, also allows for more aggressiveness in play style. Spamming already has a sustain penalty on its own. That being said, should they also be able to crit and get extra distance an duration or something neat?

You want streak effectiveness reduced?
You know streak distance was nerfed to the ground + each time you use it gets 50% cost increase making your 6th streak cost like 15k mag? While all capclosers in game cost 2k mag/stam.
How much does your 6th cloak cost?
How much your 6th teleport cost?
While you maintain the right to teleport+cloak and escape i have to streak 6 times dark exchange pot rolldodge LoS and then streak away to escape the gapclosers that cost 2kmag/stam and i have to spend 6k mag to double streak and get out of range, if im lucky.
What else this game will do for nightblades, a new 100% pvp kill skill just by pressing 1 button just to make your life even easier?
It doesn't need an adjustment when it has soooo many counters. It gets broken by anything and everything. If you turn on Combat Numbers (built into the game settings, mind you) you can even follow the "Miss" text to figure out where they are. Slot AoE, use Magelight, Expert Hunter, Detect Pots, Reaper's Mark, Hurricane, Tornado, Jabs, Soul Assault, Jesus Beam, Sub Assault, Permafrost, Talons, Fossilize, Mines, Blockade, Eye of the Storm
Cloak negates none of those, and many of them break Cloak instantly. Use them
No. But there should be something for the alternating it between attack weaves. Maybe make a choice. If it’s a defensive ability, maybe for 4 seconds after use, damage done is halved. Opposite of its crit buff now.
It's about time Cloak gets the Streak treatment.
At least streak only serves as a gap opener, not also as a powerful mitigation tool like Cloak does.

First, let me say I disagree with the OP suggestion.
However, you must know how futile most of the suggestions you just listed are?
As a Templar, currently, I could literally Use Magelight, a detect pot, drop Eye of Storm (or Elemental Storm), Blockade and proceed to spam Jabs all around me and the NB, will simply laugh his ass off because he is 15m to the left, right, behind or any incremental combination of those directions around me.
The truth is the only time stealth really fails is if you have a larger number of people spread out with all of them actively searching for the NB. The single player has no real chance of detecting any NB worth his salt.
And even with a large group of people searching, the right kind of terrain can still make it (nearly) impossible to track the NB. Just ask The Gobbler who has been hanging out in AD Castles annoying people for the past several weeks, lol.

What if cloak costs stamina to cast AND drains magicka while moving.
That way neither magblade or stamblade can use it indefinitely and it will actually require different use between magblade and stamblade to conserve each playstyle's primary resource.
