But how do you balance it on Factions? You almost have to add one for each or it doesn't work.
Of course, I'm still confused that Imperials have to choose one of the other factions, but, hey...

True, but there aren't many beast races that are humanoid in shape, and are intelligent enough to speak the Cyrodiilic tongue.

Minotaur have the potential to be.
First we have encountered Minotaur who can speak, and plan strategically for an invasion.
Also, since khajiit can be born as a kitten, amd argonian can be born as crocs, I see no reason why there can't be a more intelligent but smaller in size breed of Minotaur.
Don't forget they had an emperor, and lot of them served in imperial legion back in first era
What's the problem in having 3 neutrals instead of 1?There is no need for more playable races.
10 races are perfect for the Elder Scrolls Online lore and they fit nicely into the alliance war
3 AD, 3 DC, 3 EP and 1 Imperial.
Also, there is the matter of game balance and story behind the playable race.
Introducing another playable race without significant changes to the game world will be unwise.
Making such changes to the game world and lore will require a lot of development effort, which could be better spent on other development projects.
Ashlanders (who would also be considered a separate race if we're calling Reachmen a separate race).
...can or cannot be a seperate race, the lore would support both options, and thus leaving it up to the developers. If added they could easily be done with a mix of breton and nord passives and put in the crown store much like imperials...1.Reachmen...
...would be my among personal favorites for "like"... they are in the game already, complete with their own crafting style, and they could be made into a "crown store unlock" race option with very minor effort (just mesh up some passives, maybe something along the lines of dunmer but with lighting affinity instead of fire...)2.Maormer...
...are out because they are a bit too big. Same reason ogres (who are also a bit on the stoopid side) or giants (even moreso then those two, size-wise) would be unsuitable - they simply would clip through the scenery, like castle doorways or such...3.Minotaur...
Maomer are similarly problematic as they have been nothing but openly hostile to the people of Tamriel, in particular the Altmer. While there is a precident for more peacable Maomer-Altmer relations (per Summerset quest) I don't see them integrating with the people of Tamriel on any large scale. If they did, this would be a major world event that would need some sort of storyline supporting why this is the case. Doing this would still be implausible, though, since in later eras we have no records or indications there was some sort of mass exodus of Maomer to the mainland.

not to say that you are wrong about that but if we go that route then vampires and werewolves should be killed by guards on sight especially vamps since they show their ugly faces in the open and even greet people like its normal to suck people dry

Very fair point. In honesty, this kinda bothers me. I feel stage 4 vampires and transformed werewolves should be fugitives and treated as such by the justice system too. Aka, guards will kill you on sight, can’t talk to merchants.
