    Going to have to agree with the others that said Sithis Touch is the most underused (for good reason). Some of the others on this list were used at various points in the history of the game, but I can't think of a single point in time where this set would be useful to anyone:

    Only if you focus on the rezzing part and not the part where it's almost as much spell power as Julianos, but with a more well rounded 2-4

    Yeah, you can equip a set focused on getting higher stats and get higher stats.

    If you equip a set focused on getting faster rezzes, you get faster rezzes. Wild how that works.

    A tank could wear 3 pieces, if he uses monster + arena gear, but ebon armory grants the same 2 and 3 pieces boni. If he already wears that, vanguard does it too.

    Btw ... how useful is vanguard? >:)

    However, if you are in an elevator and Death breaks wind on a "Chili Cookoff Tuesday" it's pretty much fatal.

    I honestly don't even see the use of this set with dreamer/dragur around.

    I proposed to change the 4th bonus too.
    Also, the 5th bonuses I suggested would have changed the set to magicka sustain+good dps set rather than bad-low average dps+with supportive resurrection.
    The 10% chance would have proc much more often due to it being calculated per every attack which inflicts damage the player is dealing.
    Currently, there are too few magicka sustain sets and too few good magicka damage sets and what I have suggested was an hybrid of both :)

    Your new kagranaces would be like old bone pirate but on steroids, the 10% chance means nothing if the duration is 10 seconds and it procs on all damage. You would also remove a set than many people have crafted with the expressed purpose of reducing rez time. As it stands right now, Kagranac the only crafted sets that people wear in trails.

    You basically take a set and turn it into something completly different. It would be like changing vicious death to proc on your own death.

    Do you PVP? I use Kags on my Templar at the moment. Combined with the Cyrodiil rez passives and the Templar’s rez passives, you get people up SUPER fast. It can make the difference between your group/zerg wiping and turning the tide.

    As to the 10% chance being a bit too strong, it can be changed to only proc on direct damage. Also, it can have a cooldown like: This effect can occur once every 15 seconds.

    both of these are good. U could carry a normal raid as a solo healer with light speaker. And trainee has good stats for a tank, since a tank uses all pools of resource. This set is 2x each, and a set like twice-born star is 1x each + 3x one, so both sets grant the same power, meanwhile TBS is a top set for many people.

    Completely agree. I wouldn't be surprised to find out that only one person from the entire playerbase actually uses this set, and only because they misread the 5-piece bonus.

    I definitely forgot about spelunker, that set has a very limited use for the fact that undaunted only has 4 damage abilities and none of them are particularly damaging.

    Also I could MAYBE see sithis being used as a trash burst if you were to stealth kill the first enemy, but even then only specific enemies (mainly humanoid) can be executed with blade of woe.

    Edit: has anyone used the elemental succession set from orsinium dlc? This seems very specific.

    This is just simply wrong. Kagrenac's Hope is one of the more used sets out there, both for pre-endgame PVE and organized PVP. To say that maybe some use it is a laughable exaggeration since it's widely used. The 25% rez speed makes a huge difference. Nobody is slotting the set just for the stats. It's a well-rounded healing set with a powerful and unique 5 piece bonus.

    Also the thread is about speculation on under-used sets. Your opinion on the 5th piece bonus has no bearing on whether or not the playerbase is using the set.

    ESO has way too many players for any of us to know (or make an educated guess) which set is most under-used by the player base.

    However, I'm sure ZOS would have this statistic.

    Not an end game set but definitely not under used. Sets like this are great for leveling a DK tank or even dps. Also don't forget sets like ashen grip and deaths wind are some of the few sets that new players will be able to craft so they shouldn't be really good. They are fun sets and will suffice in the leveling process. I could list quiet a few sets that I think are useless but I'm sure there are ppl using them.

    I made a new toon a couple weeks back, a Stamplar. I crafted some training gear for him, and I looked up some sets that might benefit a low level toon. I found ashen grip and made a full set.

    In my opinion, this set is awesome, I will be incorporating it into future builds to see how it fairs on my high level toons.

    I consider the 5th bonus of this set trash:
    Kagrenac's Hope:
    Current:

    (2 items) Adds 1096 Maximum Magicka
    (3 items) Adds 129 Magicka Recovery
    (4 items) Adds 1206 Maximum Health
    (5 items) Decrease time to resurrect an ally by 25%. When you successfully resurrect an ally, you restore 1720 Magicka.
    (5 items) Adds 222 Spell Damage

    No one cares about the time to resurrect an ally.
    ZOS can change Kagrenac's Hope 4th and 5th bonuses to the following and by doing so a new magicka sustain set with fine damage will be born:
    New:
    Kagrenac's Hope(craftable, 8 traits):
    (4 items) Adds 833 Spell Critical
    5 items: You are imbued with the hope of Kagrenac. When You deal damage, you have 10% chance to increase your magicka recovery by 350 for 10 seconds.
    5 items: You are imbued with the hope of Kagrenac. When You deal damage, you have 10% chance to increase your spell damage by 400 for 10 seconds.

    What? Kagrenac has been a staple in organized PVP and progression groups. It certainly has its place and is definitly not underused.

    Well maybe some use it, but I still consider it's 5th bonus useless since most of the time the 25% faster resurrection isn't used.
    The 25% faster resurrection is not making a lot of difference.
    One can slot better sets and achieve much higher stats.

    This is just simply wrong. Kagrenac's Hope is one of the more used sets out there, both for pre-endgame PVE and organized PVP. To say that maybe some use it is a laughable exaggeration since it's widely used. The 25% rez speed makes a huge difference. Nobody is slotting the set just for the stats. It's a well-rounded healing set with a powerful and unique 5 piece bonus.

    Also the thread is about speculation on under-used sets. Your opinion on the 5th piece bonus has no bearing on whether or not the playerbase is using the set.

    I'm well aware of this.
    I can't confirm how many are using this set.
    The idea that the number of players using certain set should indicate if it should be changed or not is wrong, any set can be changed if the developers deem it to be.
    I just believe this set should be changed from it's current 4th & 5th piece bonuses to something more useful.

    Does this mean that people actually use Thunderbug's Carpace? Because I do on my tank when I quest etc.

    (5 items) When you take Physical Damage, you have a 50% chance to deal 5160 Shock Damage in a 5 meter radius around you. This effect can occur once every 3 seconds.

    The set is really neat when you don't do much damage and get pounded on a lot (dolmen, public dungeons and the like).

    I use that set then stealing, made it for TG DB quests, vampires are ugly.

    Now prayer shawl is one horrible one, way worse than combat physician who is also pretty bad.
    Essene thief is pretty much broken.

    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
