I would vote for essence thief also. Many people tried it and couldn’t figure it out. Looks great on paper, but the essence to capture lands in some precarious spots. If you even know what it is you’re looking for.
Essene thief yes, tested it a lot since I had so much of it farming for SPC, far to clunky to be effective.

People, people, please. Have we forgotten about Immortal Warrior?

2 items: Adds 4% Healing Taken
3 items: Adds 14-1206 Maximum Health
4 items: Adds 4% Healing Taken
5 items: When you die, you instead turn into a statue for 3 seconds. While a statue you are immune to all negative effects but can still be healed. This effect can occur once every 20 minutes.

Look at that 5 piece. A statue? And look at that 20 minute cool down. I can't think of a reason to use that set, especially when Eternal Warrior, a near-equally perplexing set, exists.

I didnt forget, just another I didnt know about.

Eh, there are a bunch of trash sets in ESO. Trying to decide which is the most underused is difficult, because most likely a lot of the sets posted here are actually not used by anyone at all.
If I had to pick one, I'd say 5 piece Night's silence: Why waste a 5-piece bonus when you can just get that as a Vampire?

    Night's Silence
(2 items) Adds 1096 Maximum Stamina
(3 items) Adds 129 Stamina Recovery
(4 items) Adds 833 Weapon Critical
(5 items) Ignore the Movement Speed penalty of Sneak.

i think i read somewhere that it had been a great set before the nerf
the effect used to work as -100% on movement speed penalty
stack similar effects together, you can move sneaking faster than you sprint

So many sets, skills and passives are outdated and not worth consideration anymore.

Fortunately there is an abundance of decent sets, passives and skills to choose from so it doesn't really matter about the duds.

I consider the 5th bonus of this set trash:
    Kagrenac's Hope:
    Current:

(2 items) Adds 1096 Maximum Magicka
(3 items) Adds 129 Magicka Recovery
(4 items) Adds 1206 Maximum Health
(5 items) Decrease time to resurrect an ally by 25%. When you successfully resurrect an ally, you restore 1720 Magicka.
(5 items) Adds 222 Spell Damage

No one cares about the time to resurrect an ally.
ZOS can change Kagrenac's Hope 4th and 5th bonuses to the following and by doing so a new magicka sustain set with fine damage will be born:
    New:
    Kagrenac's Hope(craftable, 8 traits):
(4 items) Adds 833 Spell Critical
5 items: You are imbued with the hope of Kagrenac. When You deal damage, you have 10% chance to increase your magicka recovery by 350 for 10 seconds.
5 items: You are imbued with the hope of Kagrenac. When You deal damage, you have 10% chance to increase your spell damage by 400 for 10 seconds.

I sometimes use it for random vet DLC Dungeons. Very useful to rez someone while you are targeted by a channeling oneshot mechanic. The 25% do make a difference. Even Alcast recommends it for heal builds - this is far from underused.

I use it in PvP and combined with the support skill line rez bonus it is great. And how can it be trash if it also provided 222 spell damage.

    Overall a good set imho

When I run my stam alts from 0-50 I have a bunch of precrafted sets just for them:
5 Hunding, 4 Nightmother - and 3 Ashen Grip. So, at the very least I use it. I find it better for my alts over all, since it was easy to slap together in jewlery (minimum investment into the system needed) - and I trade the rather crappy 5 piece bonus of NM for some health and weapon damage, I'll take it.

Yeah, hard to argue that Kags is underused, at least if you consider the entire lifespan of the game.

When % rez speed bonuses were additive, high AR templars in Kags wre invaluable, especially with invis bats. Pop 3 dudes up in your bats.

It mostly just got nerfed by the reintroduction of forward camps. But this set ruled Cyrodiil when forward camps were gone for nearly a year.

For medium armor PVP builds Senche's Bite could be pretty good but I dont know anyone who runs it.

    Senche's Bite
(2 items) Adds 129 Stamina Recovery
(3 items) Adds 833 Weapon Critical
(4 items) Adds 1096 Max Stamina
(5 items) When you use Roll Dodge, your Weapon Damage is increased by 420 and Weapon Critical by 657 for 5 seconds.

During combat you usually dodge every 5s, there's no cooldown on the effect and weapon dmg/crit buffs healing.

Light speaker or any of the sets that drop in the same dungeon that it drops in.. Thats my guess. Although if you wanna get specific. It might be one of the horrible crafted sets. There's a bunch that are hot garbage (spelunker, lol).

Ashen grip stands out to me as uniquely bad, though. It's particularly egregious because it would be an easy set to make "decent but not BiS" just by upping the proc number (and making the partial bonuses and the 5piece proc play in the same CP domain).

I've seen people use or try to use Death's Wind, Lightspeaker, Night's Silence and Trainee (which used to be super good, and is honestly still decent on magicka toons). Same with some other sets that frequently get dismissed (Willow's Path, Hatchling's Shell, Whitestrake's Retribution, Oblivion's Edge, etc).

I've never seen someone actually try to use Ashen Grip.

i like hatchling in non-intense pve. its really cool to get that extra shield.

Insight to Agree to Awesome Ratio = 1:6.04:2.76 as of 1/25/2019

I consider the 5th bonus of this set trash:
    Kagrenac's Hope:
    Current:

(2 items) Adds 1096 Maximum Magicka
(3 items) Adds 129 Magicka Recovery
(4 items) Adds 1206 Maximum Health
(5 items) Decrease time to resurrect an ally by 25%. When you successfully resurrect an ally, you restore 1720 Magicka.
(5 items) Adds 222 Spell Damage

No one cares about the time to resurrect an ally.
ZOS can change Kagrenac's Hope 4th and 5th bonuses to the following and by doing so a new magicka sustain set with fine damage will be born:
    New:
    Kagrenac's Hope(craftable, 8 traits):

What? Kagrenac has been a staple in organized PVP and progression groups. It certainly has its place and is definitly not underused.

Well maybe some use it, but I still consider it's 5th bonus useless since most of the time the 25% faster resurrection isn't used.
The 25% faster resurrection is not making a lot of difference.
One can slot better sets and achieve much higher stats.

Before it was nerfed this set was overpowered in pvp. Templar healers would backbar this and literally insta-res with the cyrodiil res passive.

Although it definitely still has its place (more for non templar) it isn't as strong as it once was

Umm, no. Kags is very very common in PVP. 25% res speed is very very strong when combined with templar and support passives. the stats are very good, and a bonus 5th piece spell damage to boot.

Only if you define very strong as less than three seconds. Because the bonuses multiply instead of add now (been that way since just after wrothgar I think) its comparatively worse on a templar than it is for any other class.

As a general rule I deconstruct sets that give Major buffs easily obtainable from potions and/or skills:
Rattlecage, Dreugh King Slayer, Toothrow, Treasure Hunter - the latter is especially bad since as magicka you'll slot Inner Light for the extra magicka even if you use Spell Power potions.
