Seeing as how this stuff is officially allowed and ZOS customer service will take action (by disciplining people and reimbursing the person who gets ripped off) if a ticket is opened, it's actually quite common now, and it's pretty safe, too.

There is one thing that you forget about. Not everybody trusts a random guy from zone chat enough to give him 1.2m gold...and this is how it is going to be, one of the 2 parties has to trade first. I will collect the pages, already got 30 fragments from clearing +2 several times.
Your problem with this is that ZOS has stated that they will help people who've gotten scammed...on both ends.

We just don’t care to spending thousands of hours doing nothing but grinding for pieces of pages that’s hardcapped on how much we can earn a week and the pieces are BoP even if the randomly decided pages are not. Those pages will of course have a hardcapped prices that will also make the content unappealing to run because it won’t ever be worth the time invested.0 -

It doesn't need to be cheap and easy. The problem with this motif is that no matter how you look at it, the crown store is easier, cheaper and faster and has been done on purpose by design. There is no reason for ZOS to make a reasonable grind for anything like this when they can make an astronomical grind and then encourage you to buy it in the store or buy a gift from someone. In this case, the game dropped version essentially doesn't exist unless you want a grind of multiple months potentially to get the motif. It sets a poor precedent and also warps the rate at which in game rewards are obtained in any situation where there is also a crown store equivalent.1 -

Zos used to let the motifs drop inside the game for a while before they introduced them to the crown store. Surely you can see why it rubs people the wrong way when they make a motif more difficult than others to obtain and release them in the crown store on the same day as they are released in the game. Are you being intentionally obtuse? They specifically designed this system to steer people into the Crown Store instead of doing actual content. What do you expect will happen when this motif (in the pool for Master Writs, btw) sells like hotcakes?
It’s setting a precedent, and we can expect more and more grinds like this because ZOS doesn’t want people playing their game, they just want people to open their wallets.2 -

The fragments are NOT BoP. They were already accidentally introduced into live and have since been taken out of the drop pool. One of my guild members sent me 3 of them.
